How do Cops make more Profit on the road

I have always thought that our cops make money from operations by the highways, or catching people when their whole car looks like a disco ball. Just very recently I look into the news in TheSun. The bolded word on the front page showed AES. Having not a clue what this is I continue reading.
After reading it, I came to realize that I have seen this AES thing a few days before i seen this news. I think it should be something similar because when the cars shot pass the red light there was a flash of light.

AES stands for Automated Enforcement System. It seems that catching speeding cars have become more important than catching snatching thieves and burglars.

in the picture are the speed camera that they will be installing all around Malaysia. 

To all drivers out there, we know it sucks but this thing seriously will catch you no matter what. 

when you get your summon ticket it will show a picture of your car and will be able to see clear picture of your face.

you will also have 2 months time to pay of you summons of RM300. if you want an present in the court you will be extended for another month. your date, time, location type of offence will also be showed on the summons. if any, passenger were sitting next to the driver it will be blacked out as it has nothing to do with the.

this project is not fully launch yet however they have been putting up trials since august.
